However at $8000.00 I picked up a serviced lot - 9 m x 14 m, with 5 cm setback, you can build right to the lines. last year construction with concrete and rebar ran @ approximately $30.00 a sq. ft.

The prices are low because this is Ejido land. Ejido land has no taxes. The land is purchased from the original Ejido owner useing a standard sucession of total rights document. Then you have complete possession of the land. The way most all Mexican land is owned. Then you must have the land fenced, maintained, and watched (Quiden) when and if you are not there, and once you build you must have a full time care taker if you are not there for extended periods. Rights to, and Possession are the keys to owning Ejido land. As a foreigner this is the only way to purchase ejido land. and no one can take it unless it becomes occupied ie: long term rental to a mexican, while you are away and you do nothing about it for 5 years. After 5 years they can apply for the rights to the land citing that the land was not being used. This is the same for everyone so it rarely happens. From this point you can start the process of title if you wish and appreciation (400%) is paramount. This can also be done but is not necessary unless you are speculating.
